TRAVELLING ABROAD
WITH CHILDREN
Familiarise yourself with SA’s new requirements for travelling with children. SA
now has new immigration laws to protect citizens and to improve lives:
• Parliament amended the Immigration Act, 2002 in 2007 and 2011.
• This gave us the Immigration Amendment Acts of 2007 and 2011.
• The amended acts came into force with the Immigration Regulations,
2014.
• They came into operation on 26 May 2014.
• These new laws changed how we handle movement in and out of SA

NEW IMMIGRATION
REGULATIONS
1. Where parents are travelling with a child.
Requirements:
(i) Such parents must produce an unabridged birth certificate of the child
reflecting the particulars of the parents of the child.
(ii) Adopted children to provide proof of adoption by means of an adoption
certificate

Explanatory Note:
These regulations apply to all travellers,
foreign as well as South African; on
departure as well as arrival.
In the case of foreign countries that do not
issue unabridged birth certificates, a letter to
this effect issued by the competent authority of
the foreign country should be produced.
All documents must be original or copies certified as
a true copy of the original by a commissioner of oaths or the equivalent
commissioning authority, should commissioners of oath not be a practice in
the country concerned;
2. Where one parent is travelling with a child.
Requirements:
(i) Such parent must produce an unabridged birth certificate of the child
reflecting the particulars of the parents of the child
(ii) Consent in the form of an affidavit from the other parent registered
as a parent on the birth certificate of the child authorising him or her
to enter into or depart from the Republic with the child he or she is
travelling with
(iii) A court order granting full parental responsibilities and rights or legal
guardianship in respect of the child, if he or she is the parent or legal
guardian of the child; or (iv) Where applicable, a death certificate
of the other parent registered as a parent of the
child on the birth certificate;
(v) Legally separated parents should also
provide a court order when the other parent does
not give consent.
Provided that the Director-General may, where
the parents of the child are both deceased and the child
is travelling with a relative or another person related to him or
her or his or her parents, approve such a person to enter into or depart from
the Republic with such a child.
Explanatory Note:
The affidavit may not be older than 3 months, dating from the date of travel.
3. Where a person is travelling with a child who is not his
or her biological child, he or she must produce.
Requirements:
(i) A copy of the unabridged birth certificate of the child;
(ii) An affidavit from the parents or legal guardian of the child confirming
that he or she has permission to travel with the child;
(iii) Copies of the identity documents or passports of the parents or legal
guardian of the child; and
(iv) The contact details of the parents or legal guardian of the child Provided that the Director-General may, where the parents of the child are
both deceased and the child is travelling with a relative or another person
related to him or her or his or her parents, approve such a person to enter
into or depart from the Republic with such a child.
4. Any unaccompanied minor shall produce
to the immigration officer
Requirements:
(i) Proof of consent from one of or both his or her parents or legal
guardian, as the case may be, in the form of a letter or affidavit for the
child to travel into or depart from the Republic: Provided that in the
case where one parent provides proof of consent, that parent must
also provide a copy of a court order issued to him or her in terms of
which he or she has been granted full parental responsibilities and
rights in respect of the child;
(ii) A letter from the person who is to receive the child in the Republic,
containing his or her residential address and contact details in the
Republic where the child will be residing;
(iii) A copy of the identity document or valid passport and visa or
permanent residence permit of the person who is to receive the child
in the Republic; and
(iv) The contact details of the parents or legal guardian of the child.

5 Any child who is in alternative
care as defined in the
Children’s Act, 2005
(Act No. 38 of 2005)
Requirements:
shall, before departing from the Republic,
produce a certified copy of an authorisation
letter from the Provincial Head of the Department
of Social Development where the child resides as
contemplated in section 169 of the Children’s Act.
Explanatory Note:
This Regulation has entered into force on 26 May 2014.

GREECE: Travellers urged to carry cash

Travellers to Greece are being advised to carry euros in notes and coins in case an escalating debt crisis prompts the country's banks to switch off their ATM machines, according to Travel Weekly.

Greece’s tourist board in London said that visitors should avoid relying solely on credit cards or local cash machines even though it does not anticipate any immediate problems.

Travellers should take "enough money to cover emergencies and any unexpected delays", the Foreign and Commonwealth Office (FCO) added.

Travel experts recommend taking around three to five days' worth of spending money in euros, alongside credit and debit cards.

Wimbledon bans seflie sticks

Selfie sticks have been banned from the Wimbledon tennis tournament, reports theBBC.

The All England Lawn Tennis Club has confirmed the sticks, which help with taking self-portrait photographs, will not be allowed into this year's event.

The devices have already been banned at number of museums and sports grounds around the world. Last month the National Gallery, in Trafalgar Square, placed the devices in the same category as tripods, which were already prohibited.

The Palace of Versailles in Paris, the Colosseum in Rome and US museum group, The Smithsonian, have also banned the sticks.

FCO advises against travel following earthquake in Nepal...

The Foreign and Commonwealth Office (FCO) advises against all but essential travel to Nepal in the aftermath of Saturday’s 7,8-magnitude earthquake.

The quake, which struck locally at 11h45 about 77km from Kathmandu, led to more than 4 000 fatalities and caused severe damage to a number of structures, cluding several Unesco World Heritage sites. It also triggered a series of avalanches on Mount Everest.

According to reports, thousands of people are stranded Kathmandu's airport, which has been forced to shut several times due to aftershocks.

Travellers currently in Nepal are advised to follow advice from the local authorities.

Cape Town - Attractions open and fire ‘contained’


Fire and Rescue Services spokesperson Theo Layne said this morning that the fires which have plagued Cape Town's south peninsula this week are currently contained.

However, the city is still monitoring active hotspots including the Tokai; Chapman's Peak; Muizenberg; and Noordhoek areas.

Firefighting Operations have been scaled down, especially in the Muizenberg area, with nine fire engines monitoring the mountain range that extends from Muizenberg to Clovelly in Fish Hoek.

Meanwhile, the city’s main attractions are operating as normal despite the destructive fires. 

As reported by eTNW, Cape Point was closed on Wednesday from 14h00. The fire at the reserve has since been contained and the site is now running as normal. 

The Table Mountain Aerial Cableway, which was closed yesterday because of strong winds, has not been affected by the fires and is operating as usual. Sections of the Table Mountain National Park remain closed to the public as authorities conduct extensive assessments to ensure the facilities are safe for public use. 

The Cape Town Cycle Tour, one of the province’s most popular events, has adapted its route in response to the fires. The tour has been shortened from its usual 109km to 47km. This year’s route takes riders from the usual starting point at the Civic Centre along the M3 and back again, before finishing in Green Point. 

The city will continue to monitor all hotspots in the Cape Town south peninsula as the wind still poses a threat.

South African Home Affairs backtracks on birth certificate ruling

As reported by Tourism UpdateeTNW’s sister publication, the Department of Home Affairs has reversed a decision made last year that minors travelling into South Africa would not need to have their birth certificates translated into English.

Department Spokesperson, Mayihlome Tshete, told Tourism Update the birth certificates required by South Africa’s immigration regulations would need to be in English. This contradicts a joint statement released by the Departments of Tourism and Home Affairs last year that claimed a translation would not be required. 

Under the new immigration regulations, minors travelling to, from and through South Africa form June 1 will be required to produce an unabridged birth certificate, stating the names of both the child’s mother and father. 

The birth certificates will now to be in English so that South Africa’s customs officials can read them, according to Tshete.

New volcanic eruption

A new volcanic eruption has started on Reunion Island, where Piton de la Fournaise is now producing a lava flow that is travelling down its slopes. 

The new eruption is coming from the southern side of the volcano and roads and parks in the immediate vicinity have been closed.

A series of minor earthquakes preceded the eruption, with at least a few hundred recorded early yesterday. 

This is the second eruption in the past year at Piton de la Fournaise after 3 years of quiet. That eruption only lasted a few hours, and the volcano was recently lowered from a volcanic alert status.


Unabridged Birth Certificates Compulsory for Travelling Minors

All travellers under 18 years who are entering or leaving South Africa will be required to have unabridged birth certificates along with passports from the 1st of October 2014. This is part of the Department of Home Affairs’ efforts to put an end to child trafficking. These documents need to be presented during check-in for flights.

These are the most basic documentation requirements:

1. Parents travelling with children

Parents who are travelling with their child should produce the child’s unabridged birth certificate which reflects both parents’ details.
2. One parent travelling with a child will need to accompany the unabridged certificate with:

Consent (in the form of an affidavit) from the other parent whose details appear on the birth certificate.
A court order showing they have full parental responsibilities and rights if they are a legal guardian.
The other parent’s death certificate, if applicable.
3. Persons travelling with a minor who is not their biological child will need:

A copy of the child’s unabridged birth certificate.
An affidavit from the parents or legal guardian of the child granting permission to travel with the child.
Contact details of the parents or legal guardian of the child.
Under some circumstances and upon presentation of certain documentation, entry into or departure from the country may be approved if both parents are deceased.

4. Unaccompanied travelling minors need to present the following to the immigration officer:

Proof of consent from one or both of his/her parents or legal guardian, whatever the case may be.
A letter from the person receiving the child in the Republic, which contains the residential address and contact details of where the child will be residing.
A copy of the identity document or valid passport, along with the visa or permanent residence permit of the person who is receiving the child in the Republic.
The parents or legal guardian of the child’s contact details.

MSC Sinfonia gets an upgrade

Cape Town - The popular South African cruise liner, the MSC Sinfonia, will be one of a few MSC cruise ships undergoing a 200 million Euro upgrade in the Fincantieri shipyard in Palermo, Sicily.

The improved MSC Sinfonia is planned to return to South African seas in time for the 2015/2016 cruising season, reports iAfrica.

Only 4 of the twelve ships in the MSC fleet will be revamped in this 'Renaissance Program' - the MSC Armonia, MSC Licrica, the MSC Opera and the MSC Sinfonia.

They are planned to be lengthened by inserting a pre-made 24 meter long section to the vessel, that would enable the it to hold more than 600 passengers extra.

Facilities, such as a Baby Club childcare unit and a Young Club unit for older children, will be also be initiated as part of the improvement program. Technological improvements, as well as an upgrade to the menus and the beloved 20-hour buffet are also something cruisers can look forward to.

Mozambique - More heavy rain expected

More than 200 people have died in Malawi, Mozambique and Madagascar in one of the worst disasters to hit the region in years. Rivers have burst their banks, flooding vast areas and destroying homes, bridges and crops.

More heavy rainfall has been forecast to hit the same areas in the next few days.

Torrential rains are also expected in the southern regions of Tanzania, as well as northern Zambia. These rains could worsen the flood situation in the region.

Malawi has been hardest hit, with at least 176 people confirmed dead and 121 000 others displaced. Its president has declared half of the country a disaster zone.

In neighbouring Mozambique, the government has reported 49 confirmed deaths and 33 unconfirmed deaths in "red alert" central and northern areas.

Travellers in the affected areas are advised to exercise caution when moving around and to listen to advice from the local authorities.
